Summary:
Cell transforms and Vegeta is happy about it. Thinking to stop Cell right now, Trunks tries to attack him as he transforms, but there seems to be a barrier around him. The trunks give up and there is a big explosive flash. The smoke then begins to clear. Upstairs in the God's Palace, Piccolo tells Tenshinhan and Bulma that Cell has reached his perfect form. Bulma asks about the controller she made, and Piccolo tells her that Kuririn broke it himself. But he blames Vegeta more. In the Room of Spirit and Time, Gohan has transformed into a Super Saiyan and Goku tells him he did well. Then he goes back to normal and stops to catch his breath, he says it's hard. Goku says they will take a break and he gives Gohan a much needed haircut.
Perfect cell shape: basically smoother than last time and less bulky. His tail is mostly gone, though his wings are now more distinct and he now has a much more human face. Vegeta thinks it's good, while Kuririn is upset about what #18 did. Cell looks over and Kuririn angrily flies in, punches him in the back of the head, then kicks him. But Cell doesn't back down at all. Cell starts throwing his arms around, testing his own strength, then turns around and kicks Kuririn in the side of the head, sending him flying.
