Summary

At Karin's Tower, Gokū has fully recovered from his injuries. Informed that Shenron is dead, Karin assumes that Piccolo would indeed be the one to kill Shenron. Karin also informs Gokū that those who have been killed by demons cannot rest in peace and their souls instead wander aimlessly in suffering and cannot pass on to the afterlife. However, Karin has a solution: Gokū simply needs to visit the person who made the Dragon Balls and ask him to resurrect the Dragon.

That person is God.

Gokū meets the criteria. for those who are allowed to visit God but have to get to God's Castle by themselves because Kintoun can't fly there. However, Nyoibō is able to reach the palace and the original Kara gave the staff to Muten Rōshi because he never thought anyone would need it. Realizing he's lost her, Gokū rushes off to find her, consults Uranai Baba, and discovers that the staff are at Kame House.

Gokū bursts into the house and retrieves his staff, telling everyone, that they would not stumble others and that he would go to God to bring them back. Leaving them confused, Gokū returns to Karina's tower, receives the bell from Karina, and uses his wand to make his way to the Palace of God.
